First, sand them down with sandpaper or liquid sander. Then use a good primer, followed by the best paint you can afford. Make sure each coat is completely dry before going on to the next one.

You can really clean them with a paint thinner to remove all grease and paint with a quality latex enamel. I did this to refinish my cabinets.
