Use concrete paint and maybe a stencil.
Porch and Floor Enamel. Start with the background color. Let dry. Sketch the pattern and fill in the spaces like a color by number painting. Let dry... I waited a week at my old house. Wish I had pictures to show you.

Draw out your design on the concrete and start painting with Floor paint for garages. Comes in a number of colours - Black, Grey, Green.Red, Blue, Yellow and I think White. Enjoy the process. You can use a sealer on top to preserve the design.
I agree with johnavallence82. There is a specific paint made to be used on concrete. Sealing your hard work will make it last longer. Don't forget to scrub the concrete first. And allow to dry completely. And use a kneeling pad or knee pads for this project. Good luck.
I simply power washed my concrete porch, let it dry completely ( over a couple days ) then applied a border using a stencil, a craft sponge & concrete paint.
Wash the area with diluted muratic acid, tape off the location and paint with concrete paint. Make sure not to use latex. Concrete breaths and will push the paint off causing flaking and peeling. Not fun! Seal with clear floor epoxy or quickrete clear coat
Plan your pattern and tape of one color at a time or freehand. Use porch and floor paint. Seal with a good quality polyurethane, 2 coats. You could also use a stencil and repeat to size you want then add a 2" wide border.
You could tape off the "rug" border and use a stencil for a pattern. Fun project!
You definitely can. I would just recommend you use a paint specifically for cement. We've painted concrete and it's all about the paint.
You can stencil paint it. Be sure you buy the appropriate primer for concrete and sealers.
I used concrete paint and a decorative stencil from Michaels. Be sure to add several coats of polyurethane ( allow each coat to dry completely before adding the next ) to preserve all your hard work! :)
