Aluminum is extremely reactive. The best way is to follow the multi part process for airplanes, but if you are like me that is cost and time prohibitive. The option I chose was to remove the oxidation by lightly sanding then wash with tsp and rinse. Paint first with an aluminum primer then use a full acrylic dtm (direct to metal) paint. There aren't many options at home improvement stores for dtm paints so I recommend going to a professional paint store like PPG. Their acrylic dtm is awesome!
