Sandra....Tape the wall and floor and paint. The baseboards can be removed but the possibility of breaking is likely so i usually do the tape. If you have carpet you can push it down as you tape and the tape will go under the baseboards. This is the area I use more tape to get edge under then add another width so the brush does touch the carpet. Sometime I have even taped old newspaper just to make sure carpet doesn't get painted too..Good luck!
This technique is much easier demonstrated than explained, but here goes.
Load a 3 inch paintbrush with paint about a third of the way up the bristles. Make sure it's fully loaded. Then scrape off paint off just one side of the brush. This side is toward the carpet as you paint. Then place the brush against the baseboard, fan out bristles slightly and draw brush across the baseboard. You should get little to no paint transfer on the side you scraped off paint. Any little bit can be wiped immediately with a damp rag. Continue dipping and painting in this manor until complete. The real keys is to make sure there's plenty of paint on the brush each day time. Ironically, you tend to have more paint transfer to the wrong surfaces when the brush is short on paint.
Tape above and below the baseboard, Use a semi-gloss latex paint with 2 coats, and a quality paint brush.

Wipe them down and use an angled brush. You may want to protect your flooring. Extra White by Sherwin Williams is my favorite white to use on baseboards.
