First find out if the basement has been Tanked, that means sealed from damp being allowed to seep in. If not, and you own the property, get prices to have it done.
Otherwise, to answer your question - How! Use a Roller or better still use Paint Roller Pro, as advertised on TV. This is a quick clean and easy way to paint!
You should start a the top - Ceiling first then walls and lastly the floor. It may seem obvious, but when starting the floor begin in the farthest corner and work towards the stairs or door to allow a clean escape............. Best wishes......

If you have concrete block walls, use masonry paint.
Is the room finished? Any latex is fine. If it is block use masonry paint. Sherwin Williams will dye it any color you want. Home Depot is very limited on colors for masonry paint. Concrete can use the same paint.

Hi May. To paint your basement walls, you'll need a concrete primer and water resistant paint. Before you do any painting, clean the walls with a damp cloth and remove any mildew stains with bleach and warm water. Then apply one coat of primer followed by 2 coats of paint, letting the walls dry in between coats.
Hi May, if your basement has been sheet rocked, you can use regular latex paint. If they are concrete with no dry wall, you may want to discuss this with a paint pro at a paint store or department. There specialty paints for use to block moisture and that might be a good idea for you. Most any paint can be customized to whatever color pleases you.
