Fill in the cracks, consult your local paint store pro and follow directions on can.
You can apply a garage floor epoxy paint kit (with chips) on a basement floor, as long as it is properly cleaned, patched, and then sealed (the same way as you would do a concrete garage floor) after applying the epoxy and colored chips or flakes. But the basement floor will have to be dry during the application and curing process. You can also buy kits especially for basement floors. There is a kit made by Rustoleum (https://www.rustoleum.com/product-catalog/consumer-brands/epoxyshield/interior-concrete-floor-coatings/basement-floor-tint-base/). If you have moisture problems in your basement, a special kind of Basement Floor Epoxy Kit is produced by Armor Garage (https://www.armorgarage.com/basement-epoxy-flooring-paint.html). I haven't used either of these products.
I looked into doing this in our basement. Any amount of moisture, apparently makes it difficult. The rustoleum kit definitely isn't made for a floor that has any moisture.
