Can I paint my popcorn ceiling?

Would it devalue my fireplace to paint it out in white? It is currently gray brick.
We have built-ins on either side of our gray brick fireplace, and I would love to paint the fireplace out in white. However, my husband feels it would be a bad idea.
Plain water based kilz (or any primer/sealer) will work fine
Oil based not necessary and too much clean-up- unless you already have it and don’t want to buy more primer.
A cheap PVA primer should be fine, unless you’ve something that’s going to bleed through the primer, then go for a stain blocking primer.
Water based primer will work for a patch. Oil based for fresh drywall and stains.
Thank you for your answer. have some oil based on hand and cheap sponge brushes. that may be the route I go.
