You can paint over wall paper using an oil based primer. A water based primer will cause the paper to lift.
I painted my kitchen wall paper at least 10 years ago. It was originally a vinyl paper. I did not even prime it. I used a good paint and it looks wonderful to this day. Take your time when painting and let dry completely between coats. I let mine dry overnight. If it is not vinyl and is paper, then you will have to prime with a stain blocking primer, then paint. Zinser 123 or Kills works good.
