Hi Ellen, For most walls simply wiping them down with a dry towel is enough. For bathroom or kitchen walls ( more grime/grease) I'd give those a good cleaning focusing on the areas near stove/oven. Or in the bathroom near the toliet/sink.
Always scrub first. Paint and primer better adhere and painting is easier.

I like to wash everything down with TSP to remove all grease, dirt and lint that may be on the wall. I don't like painting enough to want to redo it when dirt remaining on the wall underneath the paint causes the new ply to flake off.
Definitely wash them. Then use a good stain blocking primer like Kilz. Then paint.
