Sico Paint has a non toxic floor paint that I have used to paint over an ugly tile floor. It looks great and is wearing well even after a year of traffic. You can choose any colour you want or have one mixed for you.
It's also possible to put down peel and stick tile looking stickers. That might be a bit easier.
Rust-Oleum Corporation Maximum Adhesion Primer. I sat at Home Depot and tried to scrape it off porcelain tile with a quarter while waiting for my paint to be mixed. Couldn't dent it. It is a white primer but maybe you could have color added if you prefer. Or stencil a design over it. Because it is an adhesion primer after it is painted I would think you could fill in the grout lines and recoat it then paint over the smooth floor. Or if you are ambitious scrub the grout first, fill it in smoothly and just use one coat. Check their website for ideas.
