Do I sand? What kind of paint? How many coats? Do I use a wax coat and if yes, what kind?

I'd clean it real good and then spray it with Rustoleum cream-colored paint. Two light coats are better than one heavy.

Use chalk paint..no sanding needed. Spray with a matte finish poly or u can use the wax

For a chandelier, it will probably be easier to spray paint it instead of brushing it. Remove any crystals, etc and mask off any areas you don't want paint (wires, etc). Use a good quality rustoleum paint that will adhere to metal. Use several thin layers instead of thick layers for better coverage.

Move the chandelier and thoughly clean. Allow to dry.Spray paint it with Rustoleums 2X for metal, applying two light coats allowing to dry in-between
