You need to find out whether the paint that is already in the room is latex or oil based....if it is latex, you can just paint over with a good quality latex paint and primer in one....if oil and you want to use latex you will have to prime the walls first. Latex paint is easier to clean up after and has significantly less odour. If you would like to use an oil based paint, it will adhere to either latex or oil based paints.
