You can use latex paint over wallpaper as long as it's secure, however you should also take into account that at any time some of that wallpaper behind the paint could come loose. Even the paint itself can make that happen because any kind of liquid can loosen wallpaper. In my opinion, I think it's best to remove the wallpaper, clean off the glue & sizing and then paint. I think that has the potential to save you problems in the future. Wishing you the best.
Best to remove the wallpaper. The moisture in the paint can cause the wallpaper to bubble and lift. Also the seams will show and removing the wallpaper in the future will be a pain. If you must paint use Kilz primer then regular wall paint.
I'm in agreement that it's best to remove the wallpaper before painting.
