The paint is really bad and there is a crack in the wall, it was already painted once over wall paper,

You can see where I removed a picture, I need something that will look nice and real, this was peeling after it dried

Wash the walls. Prime with Kilz primer. Then paint your color. Latex acrylic paint will work. Just like painting regular walls.

You can go to Lowe’s , they have paint with stain kil primer already mixed in. It’s desugned just for this purpose. I’m a painter and drywall by trait. I used this on a family members trailer, she had floral wall paper, it only took 2 coats to cover it up.

Wash with TSP, Prime with Kilz Original, then 2 coats of paint.

I agree with the above suggestions. Unless the paint on the wall is peeling? If it is then you may have trouble with a new coat adhering. If the wall paper is peeling the paper may be absorbing the moisture from the paint and the glue is letting go. If that's the case you will need to remove all the loose wallpaper. Wet it down and see if the paper bubbles up.

My friend had an old home with painted wall paper. A large corner of wall paper was peeling free from the walls. Prior to another layer of paint going up I sprayed a mist of water on the walls and removed all the paper that bubbled. I'd tried to glue the paper back but it was so wrinkled and dried from hanging it didn't lie flat. I just made sure to sand the edges down in areas where the paper still stayed stuck. The painter used patching material to even everything out. Including hide some seams. It's looked great when he was done.

Oberlinmom has the right answer. Kilz is used more for places where there is a stain to cover or where you have a moisture issue. Something other than what a normal coat of paint will cover. It is used as a base coat and will do nothing for the crack, nor peeling. If the crack is in the edge of the wallpaper, you can try using a toothpick with glue to get under the loose wallpaper. If it is more than a hairline crack you will have to peel the loose paper, spackle and sand then repaint. A line on the wall where the picture was should cover with two coats of regular latex.
