What steps do I take before painting this?

Okay guys/gals need to know what steps to take before painting this cooper . I love cooper. Put it inside as umbrella stand.
My husband says it needs to be sanded because of the rust spots that I don't know what else to do besides that.

    My husband repurposes these all the time - I have several posts with them on it. After you sand it, then you need some heavy primer like Kilz - to assist in keeping the rust contained. If the rust appears to "bleed through" after it is completely dry, then give it another coat. Then choose the color you want and go to town painting! it could take a couple of coats to get exactly what you want so let it dry completely in between. Good luck and please show us when it is completed.

    Before you do anything you can remove the rust with Navel Jelly. You can see how well it works in this video I found on You Tube. https://www.youtube.com/watch?v=5viRjEs-4tE Once it's free of rust, use a rust preventative paint, either spray or brush on. Rustoleum makes some that can be painted right over the rust, but in my opinion, it's always better to remove the rust first.

    WOW why are you painting???? this piece is wonderful as is.... lovely americana...if it were mine i wouldnt - could be worth some money as is... not sure:]

    @lynnmarie & @rosemarry idk how to clean it up without ruining the eagle. I would love to just "restore" it but didn't think it was a good option...I'll look into it!

    Me, I would just wipe it down good and put it in a dry place. I love the look of it!
