I used white rustoleum paint and a dense foam roller to go over my boat cabin formica cabinets they were a very dark magenta and UGLY! Very successful. I know I scuffed up the surface first with medium to fine sandpaper sponge, then wiped them down with damp cloth, then rolled on white rustoleum paint. I think the key is using the very dense foam roller and 2 - 3 light coats. The drawer fronts and cabinet door I think I sprayed those because the are removable. It's been a few years and this was a quick redo 3 years ago. So far it all looks good. It was quick and made a huge difference for a tiny space. If you are dealing with delaminating surfaces get the area dried out -- maybe remove the doors and fill voids with wood filler, re glue the laminate with good glue and clamp. Then sand it smooth and paint it. I have had great results with Titebond glue products. Key is getting surfaces together with pressure, clamps, weights etc till dry.

What type of material are your cabinets made of? You'll first want to repair the crumbling spots. If wood then use wood filler. If they are MDF type material you can probably cover it with veneer edging. Prep your cabinets with primer then paint. Good luck! I'd love to see your finished project.
