First prime your paneling with a good stain blocking primer. Zinser 123 or Kilz, read the cans because there are many different types of primer. Then get a good paint either at Sherwin Williams or Benjamin Moore or Behr Marquee. Use a sprayer if you can, if not buy a good mohair roller.
Hi Melissa. Latex should be fine. I like Pittsburgh Paint brand that I can find at a local home improvement store. I would recommend using a oil base primer before you paint. It covers the paneling better than the latex base primers. Good Luck!
