Use a metal paint, totally seals it
Use a primer and plan on two coats.
Use a good primer like Zinser or Kills. I use 2 coats primer. When priming, trim edges first for each coat of primer, then lay your primer on vertically for one coat and horizontallay for the second coat, allowing primer to completely dry between coats. Then follow same directions for paint. Use a good quality paint for better coverage.

I agree with A. Use a really good primer like Kilz and don't skimp on paint either . Quality paint and two light coats are better than one super thick one that never dries.
Baer paint is the best to use. It will cover those dark walls for you!
Apply a primer and allow it to totally dry then follow with two coats of paint again allowing to dry in-between
add a tint of your new color to kilz and paint the walls with Kilz. let it dry and paint over that with the new paint colir.
Kiltz primer
Wash the walls with TSP, let dry thoroughly. Then a couple coats of primer like Kilz or similar, then your desired color. Let each coat dry properly before applying the next.
A very good quality primer made for dark colours is your best friend. A bit pricey but saves many a man hour of painting three coats. Since I do not know where you are I would suggest you ask your local paint store/big box store. Good luck with your project!
