Can I paint my popcorn ceiling?

That all depends on whether the circles are in the paint or have damaged the wood. No one can know until you get there. As for sandpaper grit, you can start wherever you need to remove the defects but you want to end up about 220 grit for the final sand .
Most likely the white circles are in the sealer. Have you looked up how to fix that problem? If that's why you're refinishing the top, there is another option. Try this:

If you want to refinish it anyway, start with a lower number sandpaper. I usually start with 60 or 85 depending on how thick the finish is. Then move up to 100 or 120, then 160 or higher to get a really smooth base. Wishing you the best.
You will still have to sand. Invest in a $25 Black & Decker Mouse sander - so much better than using chemicals on your wood.

After you get to the bare wood and clean it you will need to use a wood filler to close the open grain. Choose one the color you want or stain or paint it after filling. I refinished an oak table and have another one I need to redo.
