Can I use water based metallic paint on pvc ceiling tiles?

Depends on what type of finish you want, gloss, matte eggshell but I have found that Benjamin Moore Advance paint is very good for cabinets.
If you are painting kitchen cabinets I would use a primer first and then an acrylic enamel paint. Go to your local paint store and ask questions. Sherwin Williams is a good place to go. Very helpful. Buy their paint when it is on sale.
One of the biggest advantages of a water-based paint is the ease of cleanup. Paintbrushes, paint rollers and paint trays can be cleaned with nothing more than warm water and a mild dish soap. Latex paints also do not yellow with time, dry much faster and are better for the environment than oil-based paints.
Gk is right.... Lightly sand, prime then paint. You do not need to use oil based. The gloss enamels, even the ones sold at the big box stores, have a very durable finish. I did mine almost a year ago, very high use area, and no nicks, etc. Even if a paint says it has a primer, you still need to use a separate primer before painting.
For durability, I used an oil base paint. Clean up is much easier with water base, but the oil base has held up and is scrubbable (is that a word?) LOL
