Just because you can doesn't mean you should. It will make it harder to remove the wallpaper down the line. What happens when you redecorate the next time? And it will need to come down eventually. Do yourself a favor and do it right and remove now before you wash, prime and paint.

No, but I've been paid big bucks for getting it off people's walls cause its usually a disaster..... bubbles, seams lift. I wouldn't do it, and I've been doing wall paper for 50 years.
Yes. Reattach with glue any loose pieces. If pieces missing you need to gently sand spot to elimin sudden changes in texture. If the paper is contact or shiny, consider moving out
Kidding. Wash walls - KILZ or equivalent. keep as dry as you can. Prime. If pattern shows through ask paint mixer at a Hardware !! Store about colors that will cover in one coat. We did this and it was gorgeous.
