You are making extra work for yourself - or worse, the next (unsuspecting) homeowner. I currently have about 80 hours in painted wallpaper removal in my home. There's a chance that the moisture in your paint will lift the wallpaper anyway. Strip it and start over.
I would agree with Jim, but if you insist use Emulsion Paint......
I agree with Jim, it is not worth the hassle. Strip the paper, clean the wall then paint.

Over the course of my lifetime I have removed a lot of wallpaper. Never, ever, under any circumstances, paint over wallpaper. Removing it will be a headache and nightmare. Luckily only two or three times I cut out the drywall and replaced because the man hours to remove were not worth it. The end result will look far more professional. I am also a score and steamer, it works best for me.
