Make yourself a pattern with paper. If you make the sides long enough, the covers will stay in place and not require velcro.
Hi David, making arm slipcover for your brarrel chair will be relatively easy. A simple rectangle of material can be used and either velcro or upholstery pins can be used to keep it in place. If you want to cover the front of the chair arm as well, do as Ann mentioned and create a pattern for yourself to get the exact size of the arm.
You might consider making a comprehensive covering around the uppermost upholstery with this chair design

Instead of trying to sew on velcro, which can sometimes be difficult, depending on your machine and what presser foot you are using, I would suggest to use twist pins to hold the covers on to the chair arms. These are available in different brands, sometimes being sold as mattress cover pins.
Here are some examples.
For anyone not familiar with the IKEA Tullsta chair that David is referring to, I believe this is the one.
You should be able to and use those as a pattern. You can also protect the fabric with something like camp dri or scotch guard.
