How do you afford the materials for redoing your home when you are on a income of about $1500 a month and by the time you pay the bills and buy some groceries each month you don't have anything left.

If you are the crafty type perhaps you can make crafts projects out of things you already have, then sell them from your yard, craft fairs, or other places you can think of. There is also a website that you can join for free where people give things away for free.

I belong to Free share but have not been able to get anything so far. I can't do a lot of crafts because I am 100% disabled and one of my problems is Osteopenia which is called brittle bone disease and can't do any of the crafts I used to do
Check with your city/county government to see if you are eligible for assistance in paying your bills. Your power company, telephone company, water department etc. all have programs to help lower your bills. It is tough living within your means so don't be afraid to ask for help! There are lots of folks in your shoes and there are programs designed to help. Keep looking and asking. Then you can work on decorating etc.
In our area we can get free paint from the place where we take our trash. This is the second place we've been where there is a trash dump off that also recycles paint. Not sure where you are or if that's an option.
Many times I've had good results with roadside finds that are free if you get there first. That would be for furniture/furnishing type of up-cycles.
Another thing if you're brave - on trash day if there is curb-side pickup - take a look at what people are throwing away. It always surprises me what they do.
When you have just a few extra dollars, check out any Habitat for Humanity restores - sometimes they are very expensive. But for remodeling supplies like hinges, cabinet pulls, odd closet shelves and such you can get good material for little money.
