For the centre of top you could tile, use contact or stick on tile covers or decoupage with books, newsprint or other more colourful paper or fabric. you could use a gel stain or paint or even just colour the bottom shelf and the centre top, or paint the whole lot, the choice is yours.
The top could be painted or refinished and then stenciled or given a decal.
If you are not confident with painting furniture, or do not care for the painted look, then I would suggest adding a runner to the the table. The fabric would instantly add some color and texture, and would be easy to switch out with the different seasons.

clean with Dawn and warm water, prime, paint. Use a tiny roller where you can to hide brush strokes. Always thin your paint. I use 1/4 cup of water for every cup of paint. Then get rub-on transfers and have fun! Seal it with a water based sealer. Here are a few I’ve done.

I would paint the base a color that goes with your room - or a neutral. And keep the top natural. It will wear best.
Depending on your style, you could paint the base black and then go "crazy" on the top surface by masking it in various ways and painting a variety of colors.....sort of a large mosaic with no particular pattern. You could also stencil the top with something appropriate for your decor in the colors that work in your home.
it all depends on your style .. think what is a common color in your big pieces of furniture and paint that color or its shade
