When I was in high school, we used to paint the black part of the patent leather oxfords to green (school colors). We used a leather paint and it did fairly well. We would have to touch them up on the regular, especially the cheer leaders since they wore theirs much more often than those of us on the dance line. So, I know it's possible but sadly I don't recall the exact paint we used. For prep, the shoes had to be thoroughly cleaned and we used fine steel wool to scuff the finish then cleaned with alcohol to remove all the residue. Then applied the paint and sat out in the sun to bake it.
DecoArt makes a paint just for use on patent leather.
Hi Cathy, patent leather is quite forgiving when it comes to painting them. For lasting results, I would paint with leather spray paint. You will probably have to apply multiple coats because you're going from a dark color to a light color.
Hi Cathy, there are leather paints available that will do what you want. Here's a link

Folks, please read the entire question before commenting. It specifically asks for info on how to paint patent leather. Some of the comments given refer to non-patent leather, which is not the same as patent.
You can definitely paint shoes. Fusion Mineral Paint works well on most surfaces especially vinyl or leather like a sofa (or shoes)
I don’t know how they will look . You don’t say if there for a male or female I would use craft paint lightly sand them with very fine sand paper then wipe off then paint 2 coats
