Use pruning shears. Pinecones are pretty tough!
With side cutter pliers or a small coping saw if you want the flower type look of cones.
You do this with long pruning shears.
Pinecones tend to wiggle or move about when trying to cut them. Carefully put them gently into a vise and use a high speed grinder to make the cut.

I've used garden snips and a long, thin hacksaw. Also, if you have one of the "manual chainsaws" I bet that would work well.
You can cut them with wire cutters.

Hello. Routine garden supplies like pruners could be helpful. If you have crafting wire clippers that might be an option to consider too.
You can use a small hand saw. They sell them at the hardware store or dollar store for very little.
