Found this but no idea what it is for and how to use it!
What you have there looks like a yarn swift, also known as a yarn winder (see picture below).

It is a yarn spinner. Yarn used to be sold in a "hank". The hank was untwisted and draped on all 4 pegs. Beginning with the lose end the yarn was wound into a ball.
The name for the "yarn spinner" mentioned above is a "swift".
