Use a toothpick to get wood glue in between the layer peeling if you can. Add heavy weight to the area until the glue dries or use a piece of wood ontop and clamp it down til the glue sets.
It sounds like the laminate on top is lifting. You will need to reglue it - liquid contact cement is recommended. Use clamps to hold it in place until the glue dries.

Use Contact CementContact cement is the best glue to use to glue laminate because it will only stick to itself. Therefore, brush the cement onto the existing countertop and to the back of the laminate pieces. Let the cement dry a bit, say 15-20 minutes. The cement itself will not feel sticky, but will immediately bond with other contact cement. It is very important that the laminate pieces and the countertop do not touch each other. There are two different types of contact cement. Water-based cement will take a long time to dry though this is not flammable. Solvent-based contact cement will set very fast but is extremely flammable. Use caution while applying solvent-based cement and keep the area cool for 24 hours afterward.

I used a hot glue gun when the laminate was lifting off in my bathroom. Just make sure that the pressboard isn't flaking off before applying glue.
Probably painted surface. Lightly rub down and overpaint. Use a spray or a roller applications if you wiah to avoid brushmarks, or you could cover with Contact!
I'd use a really strong glue and clamps to get it to stay back on. Try this glue: https://amzn.to/3A9BYth and these clamps: https://amzn.to/33IEomv to hold it down while it dries.
Loctite Power Grab with some C-Clamps should do the trick.
Re glue it and put something heavy on it over night to hold

Put some glue under it and put a hot iron on a towel and heat it up to make it stick
It’s likely a laminate and contact cement will adhere it back on.
