You can try to run a dehumidifier. They keeps the dampness down.
It will keep coming back until you get to the CAUSE of the dampness and FIX that.
It's difficult to tell what your problem is. We use a product called Damp Rid for highly humid areas.
it is under the stairs outside therefore it is in a high damp area yes
it is just on one spot as well strange
it is a concrete stairs outside also very strange only on a specific spot is damping
