You could take a piece of screen and staple it to the hole where the trash comes in.
You have an air intake leak.

Sounds like there is a hole in metal tunnels under house. This means you are possibly heating the whole neighborhood so your bills will be much higher than they need to be. ALSO mice and other animals may be able to get into the vent system and get into any room in your house. I moved into a house and discovered this. Horrible. Then if you use the heat it blows mouse poop into your house. Take care of it now before you get more problems.
Use a super hard adhesive and get it sealed completely.
