How do I fix my ceiling?

The paper peels off the sheetrock. Anything I can do short of replacing the sheetrock?
sand the edges to even it out. Use a good gripping primer and prime twice. Then paint. Looks like you will not need and texture, so that is good.
Yes skim coat the whole opening with compound to patch up put on with a putty knife put on thin let dry then another coat sand flat when totaly dry
But how do i stop it from happening? The paint peels of the walls too

Although the ceiling issues happen in the kitchen and bathroom the peeling paint happens in all the rooms. I don't think it is particularly humid.
