At some point the wall is going to fall, since it is buckling. You can brace Plywood up against the buckling railroad ties and anchor with slanted wood 2x4’s , at some point that will give too and you will get tired of looking at it. So the best remedy is to consult a professional or some one who does retraining walls, tear it out and replace. The water is a problem, trace the flow and possibly re-route it. You have a good size project on your hands. Thinking of you.

Keep it! Just use rebar to position it and place the rebar deep in the ground in front of it and maybe 1/2 way up where it makes it stable.
