Damp Drywall is good at soundproofing. If that doesn't work well enough I would put insulation behind the drywall!
Ear plugs rated 50 decibel 33 is okaY...those should help the sleep, my house is next to the hiway. If there is a noise ordinance inplace..get plate numbers or pictures of the offenders. If there is no noise ordnance petition to get one going.
I don't know if that is possible, other than asking them to tone it down when they are in residential areas. I think it is a fact of life that there are people who don't care what time of the day it is, they just have to have the loud music in the car, even if it will cause hearing problems and blow out their speakers constantly.
I would insulate those walls behind Drywall. Both are excellent for noise reduction. There are things you can buy that cost a lot but this way is fairly inexpensive and works well.
Oh my. If you own the house and don't want to sell and move, it could be costly. If you are renting, I do not think there is anything you can do. You would not be able to make modifications to the property without the owner's permission and you would not want to invest a lot of money to soundproof a home you don't own anyway. You should talk to the other neighbours to see if they are unhappy with the situation and then as a group approach the person who is creating the disturbance. Less chance for a come back if you work together.
There are sound reducing tiles that you can put up.
