We have wallpaper in our bathroom that we painted over. Make sure the wall(s) is clean, maybe using TSP to clean it. I don't know what we used to clean ours. When completely dry, we applied a coat of oil-based Kilz over the paper. Make sure you have adequate ventilation when using this form of Kilz. Then we just painted over the Kilz. Use a good quality paint like Sherwin-Williams, Behr, Benjamin Moore or others... You want a good paint adhesion.
There are also thin fiberglass texture sheets that can be applied over the wall and then painted.

Or you could do an inexpensive version of shiplap over it.
