Be sure there isn't any moisture coming through the wall before you repaint. If there is, find the source and remove it. Scrape and sand the wall, prime, and paint.
Not sure by the picture but it looks like the seam is failing. I would use a putty knife and scrape off the peeling paint. Clean the area with a damp sponge or cloth. Then fill the area with no shrink drywall patching compound. Use just enough to fill and smooth the area. Let it dry overnight. Next day go over the patch with a damp sponge to smooth it out. Prime with Kilz or Zinseer prime then paint.
Sanding is the only sure solution to repair it. I think it might be tape on the joint and you may need to replace the tape. We had that happen when our house settled after a small earthquake.
Sand and/or scrap so you can see what caused the bubbling and then repair that if needed. What caused the bubbling will determine what step you take next.
Bondo makes a product you can find at Home Depot type stores for filling in walls, boards, etc. You follow directions on container - it is not the bondo compound for cars but for home repairs

Make sure you have no pipe breaks. Then lightly sand the bubble. I would use DAP spackle over fill and sand down flat. Then use a good primer that hides stains or even shallack. Then paint.
Do you know what’s causing this? You’ll need to resolve that first but I’d take a putty knife and scrape anything loose away. Next I’d patch and sand then prime and paint.
This maybe due to a water leak from an area above this area. May need to address it first, before painting.
Scrap it off with a putty knife
Fill it with Spackle or Polyfilla!
