Hot steam and a putty knife.
A steamer should do the trick Especially if the walls were sized first which was the recommend application process then and now.
I did it with a spray bottle of hot water. Let it soak in a minute or two, then start peeling. Be careful with the putty knife if you use it because the plaster wall can get soft and easy to mar from scraping. The remaining glue comes off by gently rubbing with a towel.

Best Way to Remove Wallpaper
I did this recently and found that 50/50 mix of cheap (dollar store) fabric softener and hot water in spray bottle to be the key. I tried hot water, with and without vinegar but did not work as well. Try pulling down from a loose corner and remove off top layer-may or may or not work. Either way, then use wallpaper tool to score, spray with your solution and let sit for a few minutes. It needs to be saturated well. Then scrape with wallpaper scraper, it keeps you from gouging walls and less hand fatigue for me. Work in areas approx 3x4 feet at a time. Resaturate as needed (very important!) and be sure to protect your floors as wetting the paper reactivates the glue and pieces dry and will stick where they land. Cheap plastic dropcloths work well. Keep a towel has by for your hands so the don't slip on the scraper. Be sure to to be walls well before painting, I used mild vinegar solution. Good luck!
