How to remove rust from a house foundation

I have my house foundation painted white, there is a few spots where the metal supports(nails or whatever) will "bleed" through the paint, I have tried many things to get rid of the rust, even when the rust is gone, & I prime it & paint over the area, in a few days the rust returns, any suggestions?

    Have you tried WD40.. I use it on all my rusted tools you spray it on and let it set for about 10-15 minutes then wipe off. If it's really rusted then you might have to do it a couple of times.. I hope this helps

      @Thank You Vivian Tinder-Thomas thank you for this idea, I'll try it in the spring( I live in Buffalo, NY), so I have to wait until the weather warms up!!

    Have you used oil based undercoat rather than water based paint on the rust spots. Later you can return and paint it with the water based finish paint.

    if you have a dollar tree in your area they have a copy cat of the more expensive CLR (CALCIUM/RUST/LIME REMOVER), ,if no $ Tree buy the real deal and a fine wire brush or steel wool will do the job. Once clean, protect it, even if you only use Krylon matt or satin clear spray paint, it needs something to protect it from the air,some people swear by an under coat of Kilz which is designed to stop bleed thru of mold, rust, wood sap too I've had great success with coca cola too but that was in a "soak it" situation on cast iron cookware, Awesome at the $ Tree is pretty good too to clean up metal too

    Sand them down to clean off rust, Kilz them to death, then use an appliance/engine heat resistant rustoleum paint, you can overcoat with whatever you want. put plants in front as last resort and relax, the house isn't going anywhere with a few rusty nail spots.
