    Cheapest way is to use diluted fabric softener. Use a scoring turtle first (pick it up in the paint section of any hardware/paint store) , you spray it on, let it set and then use a scraper to remove the wallpaper. Ratio is 1-1, equal amounts of hot water and fabric softener. Hot water works best.

    For wallpaper there are steamers specifically designed to soften the adhesive and facilitate easy removal. They are available for rent. If the paper has a vinyl coating the vinyl needs to be compromised to let the steam in. A device called a "paper tiger" puts lots of little holes in the paper then the steaming procedure works the same.

    Steam and a scraper. If you don't have a steamer warm water will work, but is a bit messy.

    I have done this! Mix water and fabric softener to get her and spray on paper and let it sit for a while then peel it off. It's messy but it works.
