How to keep water out of my basement?

I live in a row how every time theres a flash flood or very heavy rain Drain overflows because my neighbors drains are fill with dirt so I get all the water and my basement gets wet .how to keep water out of my basement?

    divert the water away from your basement,reasearch a french drain and have your neighbor re-direct the water

    Have you discussed this with your neighbor? Maybe you could help them clear the drains. They may not be aware of the problem. Working together may be better for the long run. Row homes, often, have this problem.

    If you’re renting or you’re in a condo situation you can go to your landlord and make a complaint and they should fix it, with the condo situation, they usually have a housing community authority kind of like the PTA but for the condo community, and they should be able to help you get your neighbors to clean out their drains, otherwise you might need to complain to your city/township to get them to clean up their property. theres also court...not the most pleasant way to go but sometimes, sadly, it’s the only way. But check with your landlord or property/home owners association first.

    Send her a letter in writing advising her that water coming from her property is damaging your property since she doesn't maintain her drains. Then advise her you will be taking her to court each time for damages. Next time the water from her property is coming onto yours take pictures of the flooding and the condition of the drain, and take her to small claims court for the cost of your clean up. Would help if anyone you've had look at the problem would write a letter to confirm its her drainage onto your property.
    In the meantime, I would put in a french drain along the problem area to move that water out to the street storm drains.
