If it’s loose then it is just nailed to the wall not pasted. It should be easy to remove... fill nail holes and paint.
if removal isn’t possible just painting it can have an interesting effect
How loose is the paneling? If it is secured to the wall it actually looks very pretty painted
Clean with vinegar and water first, set out backing soda in the room, check for mold.
I would clean, and then put Room Shocker in the room. Its what contractors use to get the stink out of rooms. If you have mold, I use Concrobium to spray wood with mold to kill it, also available on Amazon.
