I would take a photo of it to the paint department of your home improvement store and ask for their advice on paint, application tools, and application methods. They have the latest of all of these and can give free "how-to" advice, as well. Good luck!

Never tile over tile. Never works without proper prep. Nothing you can do but remove and replace at this time. Tiles need a smooth and stable substrate. The tiles below shift and that is transferred to tiles on top.

  • Unfortunately you'll probably have to remove it all and start over otherwise it will keep slipping and never stick properly. You may be able to get away with cleaning the peel and stick below it extremely well and replacing but it's not likely as the tile adhesive is made to stick to a subfloor. If color is coming off the tiles, you should buy different tiles all together.
