What siding do I have on my new to me 1920's house?

My neighbor owns its twin. He said a previous owner removed the wood and had this applied because he never wanted to paint it. What is it? Can stucco be applied over it? Can it be resprayed and properly sealed? I don't want to go vinyl.
Dust and pebbles fall and get brushed off constantly.
Glass/shells/pebbles?
patched with concrete in quite a few places.
It's poking out further than the foundation wall in a few spots....scary!

    Basically this is a form of stucco and in some cases it was sprayed on like gunnite is on a swimming pool. Regular stucco can be applied over the top although the existing surface will need to be roughened and a cement primer applied if the new surface is to adhere properly.

    Wow that is strange stuff. I would talk to a paint specialist about it. HOPEFULLY it was applied properly and you can re-stucco over it or apply a thinset type coating and then paint??? Maybe Sherwin Williams or one of the paint stores will sell a product that you can apply over it. Good luck. Hope it turns out well for you.
