What exactly are you trying to accomplish?

I assume you have an orange peel texture. You can sand the finish down with an orbital sander and 100 grit sandpaper. Use plastic and tape off any doorways to control dust. Wear dust mask and goggles. Another way is to use a drywall knife and scrape the bumps at an angle. Third is to put a skim coat of drywall compound on the wall, forcing the "mud" in between the bumps leveling the wall. Let dry and sand smooth. Once the walls a level, prime with KILZ or BIN and paint.

I had this affect on my ceiling and tried the sanding route but it is hard work. Someone suggested using a heat gun and scraping it all off. being really careful. I did in the bay window area ceiling and it worked well. One area totally flat but it was hard work so I have left the rest of the ceiling for another time.

(I guess I deleted my answer:) My hubs is into remodeling our home and cabin. He has done all three of William's suggestions. The easiest? of the three is to apply a skim coat of dry wall compound but then you have to try to keep everything flat. Have you thought of simply putting up a Shiplap wall instead?

You can also put wallboard up in front of it If you know how to install wall board that's the easiest way to do it
