Back in the olden days, folks applied layer after layer of wallpaper. If your current paper isn't peeling or bubbling, I see no reason you couldn't as well. Keep in mind, if you have removed some of it, the difference in surface will be noticeable.
Paint over it. Wash the walls, use a good primer then color of your choice.
Do not do it.even if you paper over eventually it will pull loose. Take the time now to remove the old and do a better job with the new.
Skim coat the walls with a thin layer of joint compound right over the paper, and you've got a brand new wall. That was the professional opinion for our plaster walls with 7 layers of wallpaper, and it worked great. Much less labor, time and cost than removing it all, and did not damage the plaster one bit.

I would paint. Makes sure all your seams are secure then use a good stainblocking primer to cover/hide the pattern and then paint with a good latex enamel paint.
Paint over it, Add a Border. Wallpaper over the top, but not starting at the same place, because you don't want the joins to be in the same place.
