How about ceiling tiles? They glue right up.
Use bead board in ceiling

You could also patch with the areas spackling paste or joint compound then smooth them with sand paper, if you want to keep the same look on your ceiling. Wishing you the best.
If your budget alows (or get a few quotes) you can run furing strips (1x2) along the ceiling joists then put up new drywall. It will look strange with the strips up at first but the nice new drywall will look clean and even. I think glueing another surface to all the wallpaper would only add to your troubles later on.
You could also use 1/4" drywall over the ceiling, or ceiling tin and I like the bead board too.
There are vinyl ceiling tiles that look like tin tiles available. Some construction adhesive and a few nails to put them up. They can easily be painted or left natural.
The new drywall is your best chance. Our friends just did this. The price really isn't bad. I thought about suggesting that you take down the whole ceiling and put up new but that is a messy job. Let us know how you solve it and how it turned out.
