I had the same problem, so I drilled a piece of wood 1" x 16" into the studs. Then I put the shelf over that wood.
I had some success by using expanding foam insulation (Great Stuff). It filled in the wall cavity from stud to stud. Once it had dried rock hard I was able to drill out a new hole for my anchor and remount my shelf. This was not a heavy shelf and wasn’t meant to hold a heavy weight. Or try a French cleat for holding a heavier weight. See link below.
