Probably sanding it. Is it a textured wall done with plaster?

A photo would help. Depending on the design you may be able to carefully chip most of it off. Then use sandpaper or a palm sander to smooth out the wall. Any "accidental" gouges can be patched with drywall patching compound.
Depending on the type of plastering done and what it is made of would guide you in the best way to remove it.

You likely could use a metal scraper and run it along the wall with some pressure to "knock-off" the raised area. Depending on how thick the raised area is, it might take a lot of time to do this, then sand with a coarse grit sandpaper.
I would scrape most of it away, using the sharp end of a putty knife or scraper and then sand it. It might pop away from the wall in large chunks, but either way you'll probably have a fair bit of repair to the wall underneath it to do.
Hi Karen, the quickest and easiest way is with a mouse sander. If you have one with a dust bag or extractor at the back it helps a huge amount, because that dust does go everywhere
To scrape it and it’s a big mess so put drop clothes down
A belt sander would take most of it off then a finish sander to do the final sand
Be careful, it may contain Asbestos! If it does you would be advised to get a Specialist Company the do the work, if not use a sanding machine that also collects the dust as it goes otherwise it will be everywhere.
You could try a paint remover tool and then sanding.
