I am a score and steamer from way back. No matter which method you choose the walls must be bone dry after washing and before you prime and paint. Portable fans and dehumidifiers help speed the process up.

I use a 50/50 mix of hot water and vinegar in a spray bottle.
Hot water or steam it on sections to loosen the glue and you shoukd be able to peel it off. The jot water must get through the paper, however, so you can score it with a simple tool you can purchase at any paint store.
You can rent a steam remover. It makes it fast and easy.
Agree a steamer removes wallpaper very easily.
Blood, sweat, and tears! But all these suggestions are good. It just seems to take lots more time and work than I ever want it to. I’ve pretty much quit using it for that reason. My daughter and I spent more time removing just a border from the top of her wall in the kitchen than we did in painting the whole kitchen! That was the WORST I’d ever worked on.
