Plasterboard and Tape then Plaster over it..........
Go over it and hammer all the nails back in, make dent to be covered with new mud. Add a few new nails following the line of old nails. Scrape any old crumbly mud and carefully remove the old tape. Place small amount of mud in nail holes and smooth in with putty knife. For tape put small amount on ceiling along path of tape, then add more over the tape and smooth down. I'll give that a try.
I would sand it first to level any uneveness or high points, make sure the nails/screws are dimpled just below the surface, fill and sand them. I like the mesh tape versus paper tape if it needs replacing,
